Business Insurance Types in the UAE: A 2026 Guide

Business insurance in the UAE is not one product. The law splits it into classes. Also, the Central Bank licenses a different kind of firm for each part of the chain. So once you know the structure, you know what to buy, who may sell it to you, and where to go when a claim goes wrong.

This guide sets out the classes and the cover most UAE firms really need. It also shows the licence rules that tell a real insurer from a website. Every figure here comes from official UAE sources.

How the UAE classifies business insurance

The UAE Government lists four main classes of insurance available in the country.

  • Life insurance
  • Health insurance
  • Property insurance, which covers motor, fire and marine
  • Liability insurance, which covers third party motor cover, personal accident, employer liability, trains and cash

Every policy you buy sits inside one of those four. So a “business package” is just a few of these classes on one schedule.

The business insurance types most UAE companies need

What you need changes with the trade licence and the contract. So start with what your firm really does.

Motor and fleet cover

Any vehicle used for work needs commercial motor cover. The tariff rules cap the price by vehicle class. Also, the policy runs for 13 months, not 12. Then there is the fleet rule. Property all risk

Marine and cargo

Property cover protects buildings, not goods on the move. So traders, freight firms and importers need cargo insurance as a separate line.

Contractors plant and machinery

Diggers, cranes, generators and site kit fall outside a normal motor or property wording. Instead they belong on a contractors plant and machinery policy.

Group medical

Several emirates make staff health cover a legal must. Also, it is often the biggest line in a growing firm’s budget.

Who regulates business insurance in the UAE

The Central Bank of the UAE runs the whole insurance sector under Federal Decree-Law No. 6 of 2025. So every real insurer, broker and agent sits on a CBUAE register. The Central Bank publishes that list.

The capital rules are set high on purpose. They keep weak firms out of the market.

Brokers also need at least 51% UAE national ownership. On top of that comes a bank guarantee: AED 3 million for the head office, and AED 1 million for each branch. Meanwhile an agent’s capital must sit fully with UAE nationals. Licensed banks are the one exception.

The people in the chain, and what each may legally do

Titles matter here. The licence decides what a firm may do.

  • Insurance company. Issues the policy and carries the risk. Only a licensed insurer may do this.
  • Insurance broker. Sits between you and the insurers, and takes a fee from the insurer.
  • Insurance agent. Acts on behalf of one licensed insurer.
  • Surveyor and loss adjuster. Checks and values the damage after a claim. They also carry AED 1 million of their own cover.
  • Insurance consultant. Reviews your needs and advises for a fee. They must hold AED 3 million of cover.
  • Actuary. Values contracts and reserves.

The rule that catches most buyers out

Price comparison websites work under one strict rule. They may not contact the customer direct. Any contact must run through a licensed broker tied to that site. Also, insurers and other insurance firms may not deal with these sites at all. Only brokers may.

So if a comparison site calls you directly about a commercial quote, pause and check who you are actually speaking to.

What a third party administrator may and may not do

Firms buying group medical often deal with a TPA, not the insurer. The rules limit a TPA to a set list:

  • Settling and paying health claims for the insurer
  • Running approved health plans
  • Signing up doctors and clinics for the insurer
  • Building a provider network
  • Developing packages, but not marketing or selling them
  • Giving advice on joining a plan

Note the last one. A TPA may not sell you the policy. So if the firm that handles your claims tries to sell you cover, something is wrong.

How to choose business insurance without getting it wrong

  1. List the risks, not the products. Vehicles, premises, stock, staff, kit, goods on the move, and what you owe others.
  2. Set the sums insured on rebuild cost, never on market value.
  3. Read the exclusions before the price. The exclusion list is what decides a claim.
  4. Ask which licensed insurer issues the policy. Then check that name on the CBUAE register.
  5. Get the schedule in writing. Verbal promises on a call are worth nothing at claim time.

Where to complain if a claim is refused

You are not stuck with the insurer’s answer. First, put it in writing and keep the reference. Then give them time to reply. Finally, if the reply falls short, take it to Sanadak. That is the official UAE channel for insurance complaints.

Also, when you and the insurer differ on the value, a licensed Surveyor and Loss Adjuster decides it. So keep dated photos, official reports, invoices and every email. Claims usually fail on proof, not on principle.
