Insurance Scams in the UAE: How to Spot and Stop Them

Insurance scams in the UAE work because most buyers do not know the rules. They only know the price. So a fake agent quotes a number that sounds great, takes the money, and hands over a worthless PDF.

The good news is simple. UAE law fixes minimum prices, bans extra fees, and puts every real firm on a public register. So almost every scam breaks a rule you can check in minutes. Here are the traps, and the exact checks that stop them.

The price check that exposes most insurance scams

This is the strongest tool you have, and hardly anyone uses it. The tariff rules set a minimum premium, not just a maximum. No licensed insurer may go below it.

So a “special offer” of AED 400 on a saloon is not a bargain. It is a signal. Either the policy does not exist, or it is not what you think you bought. Our private car insurance guide lists every band.

Discounts do exist, and they are real. Still, they come off the minimum by set amounts: 10%, 15% or 20% for claim-free years, 10% loyalty on renewal, 25% for a gas or electric car, and 50% for medical staff, armed forces, police, civil defence, people of determination and anyone over 60. Only the highest one counts. Nothing takes the price to a quarter of the legal floor.

Extra fees are simply not allowed

Here is a rule that ends a whole class of scam. The regulation says the insurance company, the agent and the broker may not impose or collect any additional payment unless the Authority has issued a decision allowing it.

So “processing fee”, “issuance charge”, “urgent delivery” and “card fee” have no basis. If someone adds one, ask which decision permits it. Usually the conversation ends there.

The rules also say the company must state the premium clearly and accurately on the policy and on the insurance certificate. Therefore the number on your document should match what you paid, to the dirham.

Fake agents and how to check one in two minutes

Anyone can print a business card. Licensing is harder, and that is your advantage.

  • An insurance company needs AED 100 million of capital. A reinsurer needs AED 250 million.
  • An insurance broker needs AED 3 million paid-up, at least 51% UAE national ownership, and a bank guarantee of AED 3 million for the head office plus AED 1 million per branch.
  • An insurance agent needs AED 500,000, fully owned by UAE nationals.

The Central Bank of the UAE licenses all of them under Federal Decree-Law No. 6 of 2025, and it publishes the register. So ask one question: which licensed insurance company will issue this policy? Then check that company on the register. A real seller answers instantly. A scammer changes the subject.

The comparison-site rule nobody tells you

Price comparison websites work under a strict limit. They may not contact you directly. Any contact must come through a licensed broker tied to that site. Also, insurers and other insurance firms may not deal with these sites at all.

So an unexpected call from “the comparison website” is already outside the rules. Treat it as a warning, not an offer.

Six traps to watch for

  1. The price below the legal floor. Check the table above first, always.
  2. Payment to a personal account. Premiums belong to a company account, not to someone’s name.
  3. Pressure to pay today. “This price ends in an hour” is a sales trick, not a market reality.
  4. No policy number. A real policy carries a number and a named insurer you can verify.
  5. A certificate that does not appear on official systems. Registration needs cover from an authorised insurer, so a fake will fail at the counter.
  6. Renewal calls that already “know” your details. Ask them to name your current insurer and policy number instead of confirming anything yourself.

Protect yourself before you pay

Five habits remove nearly all the risk.

  • Get every quote in writing, on letterhead, naming the insurer.
  • Pay the company, never a person.
  • Keep the receipt and the policy schedule together.
  • Read the purpose of use line on the schedule. A commercial vehicle written as private will fail at claim time.
  • Ask for your free claims-experience certificate at renewal. Your insurer must provide it at no charge.

What to do if you have already been scammed

  1. Report it to the police. Fraud is a criminal matter, and you need the report.
  2. Tell your bank immediately if you paid by card or transfer.
  3. Complain in writing to any real firm involved, and keep the reference number.
  4. Escalate to Sanadak, the official UAE channel for insurance complaints.
  5. Buy genuine cover at once. Driving uninsured carries its own penalties, so do not wait for the dispute to finish.

Keep everything: screenshots, the advert, chat messages, transfer receipts and the fake document itself. Cases succeed on evidence.
